[Transit] Survey for skybridge and transit support

Hello BATS,
We were discussing creating our own survey last meeting and Wes already had
ideas for good questions to include. I did a bit of searching to see if I
could find any surveys in a similar vein already out there to reference,
and I found this one:

I also drafted an email that we could potentially send out to the
businesses that Mark compiled in his list. Basically just inquiring about
their interest in increased late night/early morning public transit for
their workers. Let me know if this seems suitable or if I should re-word
