[Transit] Route 40 pushback at council

I think it’s worth a statement saying that some of their employees take the bus.
Also something like “You had plenty of time to comment on this project during design so it’s too late, the public comment period is designed to have anyone show up and provide feedback.  What they’re doing now is out of order."
