[Transit] Feedback needed for advocate's levy proposal

Hello!

A few of us have been working on an alternative proposal for Seattle's next transportation levy/transit package that will fully address our transit funding needs.  We would really love any and all feedback.  Here is our working draft<https://docs.google.com/document/d/1_FkSXhWprQ7XRbqXewO5JiB5ZntjZCOGtPo3_mcWq00/edit?usp=sharing>.  Any edits to the language, existing or missing budget numbers, and anything you see that is missing would be extremely helpful.  We are trying to collect all feedback by January 16.
