[Transit] Route 27 issue

Related to this, they rearranged the stops years ago so that the D and 40 stopped at separate stops. This poses a similar issue for people going to parts of Ballard for which the D and 40 are roughly equivalent. That being said, perhaps they were aligning the 40 with the 62 and 5 for Fremont-bound passengers. So I can see how these skip-stop patterns may be difficult to align for every situation.
