[Transit] Westneat column on 3rd Ave and buses

Good idea, Wes. I wrote a rebuttal for The Urbanist

ran yesterday, but I still think it's a good idea for TRU to write one to
and submit it to the Seattle Times and then Stranger. We would be your
fallback if both turn you down, but I'm optimistic Stranger would say yes.
