[Transit] Big picture transit funding

We can see if anyone replies from BATs that can join those meetings, I'll
put on the agenda for our next meeting on Oct 28th.

Are we set for tabling at Capitol Hill Farmers market this Sunday? If so,
what time is good to arrive? I can bring a table if needed.
