The majority of transit agencies across the state are governed by a Public Transit Benefit Area (PTBA) established by state code. Currently, these boards are governed by officials who often don't use transit, leading to decisions that may not fully reflect the needs of riders. But isn't there already a process for community input?
While some PTBA boards have Citizen Advisory Committees (CACs) for community input, but stories from non-drivers in our state reveal that CACs - despite decades in existence - don't consistently ensure transit rider input is considered:
* CACs lack a mandated existence or requirement that concerns are addressed
* Effectiveness depends on agencies prioritizing staff time and efforts to address concerns raised
* There is a lack of consistency across agencies
* There is no current structured accountability ensuring the issues or concerns of transit-dependent riders are addressed
